Welcome to Episode 9 of Hello Fairview, your local podcast made right here in Fairview, for people in Fairview and the surrounding areas. This is a weekly show, released every Wednesday, featuring stories that aim to inform and inspire. Local Radio stations don’t exist in small towns like ours, so we will use Hello Fairview to fill that void with news related to Fairview. Traffic Time
Normal Busy, Cumberland, and 100 have been better for sure. There will be more closures, and we will see how things go because they are not giving us a plan; they are just telling us about a week in advance, at most. There will likely be some more grading and drainage work to make the turn lane into Cumberland from 100, so we will see how those closures go throughout the week. They are having to build culverts on the East- and westbound sides to widen the road, along with some mini-bridges.
Redlight Update – We currently still have three (Old Cox, Publix, & Walmart). Still, we will soon be getting one at the new City Center Entrance and at the Cumberland and 100 intersection when that expansion occurs. I’m not sure how it will help or hurt yet, but I hope the crossing guard can control it during the morning and evening school rush.
City Center – There will still be some construction closures here and there.
Future Projects – I still need to learn more about this project because I don't know what the costs of these sidewalks and some of the streetlight programs will be, and I want to understand whether it will be worth it when the dust settles. The road gets widened, only to have it torn up and replaced again. I have seen reports that their sidewalks will be placed far enough away that, when widened, they will not need to be destroyed, but I cannot find anything official on the TDOT or GNRC websites. I know we are stuck in a loop where we are not big enough to expand.

City News
Commissioner Update – The Health Department, which is open across from the Elementary school and has recently been renovated, is ready to help. They have a stock of vaccines if needed, as well as other medical services. Please go and check them out.
The Fairview Police Department Shop with A Cop Applications are still open. Applications can be picked up at the Fairview Police Department starting today, 8 am to 4 pm. Applications must be completed in full, along with the participant information form for each child, and returned no later than 4 pm on November 14th. We continue to give thanks to our community and local businesses for their support of this cause throughout the year through fundraising and donations. Donations can be made at any time as we continue preparing for this year’s and next year's programs. Donations can be dropped off at City Hall, the Police Department, or mailed to the City of Fairview, P.O. Box 69, Fairview, TN 37062.
City Blanket Drive – This was the first post I saw about it, but it’s been going on since last week on the 7th and will run until the 24th at City Hall, where they are accepting only new blankets to be given to residents.

Special Elections Early Voting has Started – Please go and vote at the Fairview Recreation Center from November 19th through the 26th, from 8AM-6PM Weekdays, and Saturday will be 8AM to 12PM, with November 26th closing early at Noon!
City of Franklin has passed this Urban Growth Boundary (“UGB”) agreement linked here. You may get some mailed notices that you are in the new future boundaries of these cities.

- Public Comment
- One Gentlemen Adjacent to this Old Franklin Road Property. Thanked the board for what they do. Has multiple brothers and sisters who grew up on this farm and live up and down the road. They are the 9th generation there. Worried about erosion and water flow as the property will drain into this property, along with the stream that will be impacted, too. The road is too full already and was never meant for more houses. Would like this area to be a large lot rather than increasing density.
- One Lady who lives on the side near this property. They chose to move here because of Fairview's rural feel, but they're noticing it’s being disrupted and wondering why so many denser requests are being approved. Do we do any studies on the impacts of schools on the city and traffic? Houses are not selling as fast as they used to. Developers win and residents lose. Wants developers to be responsible for Greenways and sidewalks, and not to keep increasing density in R20 and lower.
- Another gentleman discussed the mud and erosion that could affect the residents. We are approving rezoning, but only after a plan is presented. Talked about the Assistant planner position, and we need to have this to help the planner. Another property is for sale that could lead to a new road being built, causing even more traffic problems on Old Franklin Road to Overby.
- Another Lady – She is beside and it’s behind her. Moved from Nebraska from a subdivision to the country, but this is going to ruin that area. They tried to buy this land, but she would never sell it to a couple of neighbors. She doesn’t want a subdivision circling their home.
- Commissioner Roberts - asked about the number of lots with RS40 versus RS20. She also asked about the other zoning areas around this property. Given the property shape, she believes an RS40 is appropriate for the different properties and that no property should be forced to the maximum density; staying at RS40 is what the 2040 plan has and what should work better for the area. Talk about taking a pause and just keeping this to R20, and she got some cheers. She said they could say no today and it would stay RS40 and not move to RS20, or we can wait for the new codes and maybe it could be RS20 then, which would give us more time because we don’t know about the future of that other property. When we look at presence, if we approve this at RS20, then the other properties would expect that too, and will create a cycle of higher density because the first in that area is higher density. I don’t think it fits there with the other surrounding property zoning, and it should stay the same.
- Response: 7-9 months out before the final plat may be ready, along with other geological challenges.
- Mr Greer’s response: South RS40 and all the other properties are in Williamson County, and across the road is an RS15 Pod and Castleberry Farms, which is R20.
- Commissioner McDonald walked the edge of this property and saw some drainage, and wants to make sure the study is completed to determine what can be done. He also asked about what percentage of this property would be clear-cut. The parcel to the south was brought up, and it was asked whether it was developed and, if so, how that could justify a road and many other changes. He asked if there were any issues with waiting for the regulations to be completed, we could be seen as singling out this property based on other things that have been approved and to be approved (Legal counsel said without litigation, the board has broad powers and their charter is for the good of the city, and that they can make decisions like this). We have been sued multiple times over the years, and it’s taxpayer money that is used, so that’s why I’m asking these things to help ensure we are protected as a city.
- Response: There will be studies that will find what they find, along with the lot planning, and that this is just the first part of the planning process, once approved.
- Response: No Design Engineering has been done yet to find out the exact density. No money or energy has been spent on completing those kinds of details.
- Response: This is up to the city on how things are connected, how a bridge or culvert would need to be built to cross the creek, and how that would work with joint development.
- Response: This was submitted under the current city codes, and it is unclear whether it must wait 90 or 120 days. Waiting for an order that we don’t know when it will be done, and the impacts.
- Commissioner Hall – Asked about a Buffer Zone and if there will be interior sidewalks and roadside sidewalk exits. Talked also about how they lost a grant for sidewalks on Old Franklin Road, and that it failed because of resident support and a financial match obligation. He asked Josh how to defer this decision until the codes are approved (Commissioner McDonald noted that there could be legal repercussions from the delay; legal counsel advised that there shouldn’t be a problem unless the delay is significant). Would like to ensure that this subdivision is a standalone and not approved for connection to others. I can rescind my motion if we want to vote on it now.
- Response: That isn’t required on this property, but the planning hasn’t been completed enough to know.
- Response: Yes, there will be interior sidewalks to meet code requirements, but how that would work outside is yet to be determined.
- Response: Talked about the sidewalks and how there could be sidewalks here and there, but not contiguous, without the city's support, planning, and requirements.
- Hall First, and Mrs. Roberts seconded this deferral. Talked about the deferred needs to have an exact date, and that there would be a vote for that. Ninety days were selected.
- Response: The property representative says you should go ahead and vote on the motion for deferment, and then vote on the rezoning motion after that, based on that vote.
- Mayor Anderson
- Asked about the King Property and its location, and how access is. Talked about how the whole border is the other property, which is the stream. If one property is RS20, it doesn’t mean the other has to be the same. Greer brought up the map and the stream between them.
- She agrees that RS40 could be RS40. I don’t want the King Property held up by this decision, or similar properties with half-acre lots. Talked about the cost of the larger lots, too, and how that affects things.
- We need to have the vote on the deferment to move this motion on the floor.

- I agree with Mrs. Roberts. I want to say that folks who come here thank you for coming, and I understand how some people say they don’t go because they are not heard, and that you are. We have been contacted, and we listen to you, and we understand that what happens in the city affects everyone outside of the town, too.

- Property Representative: Existing home will be left, and another nine houses will be built based on the plan presented and talked about, with a 50-foot easement between the other properties. There could be a connection to Cox Pike. There is ample space for the water tower on lot 10.
- Commissioner Roberts: Where is the existing house, and how is the traffic flow? The adjoining property is R20, and could this just be R20?
- Response: It's in the corner, which is lot 8, and the traffic flow is shown as is for now, but has room to expand in the future. Talked about the Stub Road.
- Response: The lot isn’t big enough to meet the requirements for R20 zoning. They considered RM8, but they would just go with RS20.
- Mayor Anderson: So, you have been in talks to give up one of the lots for a Water Tower? Talked about how, at her last water board meeting, it would need to be a million-gallon tank and not just a 100k-gallon tank.
- Response: Yes, there have been discussions about the current water shortages there this summer, but nothing has been finalized yet. Lot 10 is higher than the other lots, so the higher elevation would be better to push the water there. The current tower is still in Clear View.
- Hall: Are you giving up a lot?
- Response: we will eventually receive a lot in trade, but this is a long process.

- Commissioner Roberts: Where is the existing house, and how is the traffic flow? The adjoining property is R20, and could this just be R20?

- Negative Recommendation from the planning team, and this zoning doesn’t meet the 2040 plan.
- Mayor Anderson: Asked about how the votes fared last time. Motion Failed with 5 Against. Talked about some wanting five lots versus 6. We have seen that some lots can reach 20k square feet, but because of other planning requirements, some lots would fall short by 10%, so the more dense zoning is needed. Only a couple of lots that are under R20 right now.
- Representative: Brought an updated plot map. They are losing ¼ acre, and they are losing a lot with the current, and the lots wouldn’t be usable.
- Representative: Lot 6 has an AT&T hub, which further complicates the lot shapes, sizes, and numbers.
- Response: If we slice them this way, many things will become very oddly shaped and less usable.
- Commissioner Roberts: Based on the staff report, what is the 2040 plan expecting? It’s expecting RS20 and RS40 and not RS15. I’m very familiar with this property, where the irises grow and are incredibly dense. With fewer houses, what cost differences are there?
- Response: I understand, but there are other properties with smaller lots, and I’ve seen similar situations with rezoning before, too. We could reconfigure for 20k square feet, but would the space even be usable, and would they notice the 900 square feet? I’m the only developer to have subdivided recently with 1-acre lots, but people cannot afford 1.2 million or more. I have lived here my whole life, and these single-family homes are what Fairview needs.
- Response: ~60k more per house with more houses. Talked about Traffic differences in five houses versus six houses.

- Talked about the dates, and there were some conflicts, so we moved things around. There was also a conflict of Fall Break and the last Town Hall on 12/31.
- Commissioner Roberts – Can we move the January 1st meeting out and just have one in January? More discussion about not removing the meeting but just moving it so it doesn’t back things up like last year, from Mr. McDonald.

- Thoughts and prayers are sent to the family of Elvis Jones. The government shutdown has impacted many families, and many businesses are helping out; Fairview Nutrition is helping collect and distribute the food. Farm Barreau insurance has been helping people, along with Canos, through a pay-it-forward board. It’s good to see the community working.
- At the Last Town Hall, she learned it wasn’t happening, and then some parents got back on track. She will not be able to make it due to a scheduling conflict. Keep Fairview Beautiful and pick up trash.

The State of TN (Not In Order)
- President Donald Trump pardoned Kingsport Republican U.S. Rep Diana Harshbarger’s husband, amid a string of Tennessee-related clemencies issued last week.
- The government is still shut down, but hopefully it's winding down once the Senate-approved version goes back to the House to make sure it’s the same before heading to President Trump for signatures.
- Tennessee Department of Tourist Development (TDTD) Commissioner Mark Ezell announced today that 30 communities will receive more than $2 million in Tourism Enhancement Grants to strengthen local tourism assets and drive Tennessee’s continued growth as a world-class destination.
- December 2 will be the final special election for the 7th District US House Seat, with Aftyn Behn for the Democrats and Matt Van Epps for the Republicans, based on the primary results. More news of them going back and forth now for this potential seat in a couple of weeks. Turnout was down 75% in the Middle TN U.S. House special election, particularly in GOP strongholds.

How’s the hill, weather report
Back to it, How’s the hill? Passable. Fall is warming back up with some Snow Flurries last week. The weather guessers are predicting highs in the 60s-70s, with lows in the 40s, the rest of the week.
New Businesses
Nothing New was spotted. Ace Hardware is still brewing. There was a post saying that Vigilance Martial Arts is coming to the Publix Shopping area. Other than that, I spotted nothing new this week, and I'm waiting to see what else is coming. There are still a couple of properties for sale around the area.
Farmers Market
Make sure to head to the Farmers Market every Saturday Morning, 8 AM to 12 PM (Not Earlier, as other posts have posted) at Meseck Chiropractor and Fairview Fresh Deli for their life-changing Apple Fritters, located down the road from Publix. So many good places to get local beef and pork, breads and treats, local fruits and vegetables, along with some hot sauce, fishing lures, and other holiday gifts this time of the year.

Boys and Girls Club
Boys & Girls Clubs of Middle Tennessee started in 1903 on North Cherry Street in downtown Nashville (now 4th Avenue North). Since then, we have expanded across Middle Tennessee and impacted the lives of hundreds of thousands of youth. There are eleven physical Clubs across Middle Tennessee that youth can attend daily, including ours here in Fairview, TN. Each clubhouse offers different capabilities, I know I see a load of kids dropped off daily there from school.

History Nugget
Boone Road - Name Origin
Clarence Daniel Boone came to what is now Fairview in 1931, settling in an area where this street is now located. He was one of the first entrepreneurs in the area. He began by tomato farming, which became a big business. The construction of the Daniel Boone Café, Daniel Boone Service Center, and Daniel Boone Hotel followed this.
The two businesses, located on Highway 100 where Fifth Third Bank and Fairview Fresh Donuts stand today, were owned, not surprisingly, by Daniel Boone.

Armistice Day to Veterans Day History
- Armistice Day: The holiday was established to honor the anniversary of the armistice that ended World War I, which took effect at the 11th hour of the 11th day of the 11th month in 1918.
- First commemoration: The first national commemoration was in 1919, and President Woodrow Wilson issued a message acknowledging the day.
- National holiday: Congress declared it a federal holiday in 1938, initially to honor World War I veterans.
- Expansion to Veterans Day: Following World War II and the Korean War, the name was changed to Veterans Day in 1954 to honor all American veterans who have served in any U.S. war, not just World War I. President Eisenhower signed the legislation.

There are tons of activities and sports in Fairview to keep your kids engaged. There are some cheer programs and recreation teams for Baseball, Basketball, Football, and others. There is a thriving Girl Scout and Scouts BSA Programs in Fairview. There are many recreation and travel teams. If you have a homeschooler, always check the Bowie Park schedule for clubs that meet there. There is also LaLa’s Dance Studio and Elevate Gymnastics and Cheer. There is also an excellent Taekwondo and Jujitsu school that teaches more than just moves, called Vigilance Martial Arts. We also have a great wrestling program with some summer options.
