Welcome to Episode 13 of Hello Fairview, your local podcast made right here in Fairview, for people in Fairview and the surrounding areas. This is a weekly show, released every Wednesday, featuring stories that aim to inform and inspire. Local Radio stations and newspapers don’t exist in small towns like ours, so we will use Hello Fairview to fill that void with news related to Fairview. Dvorak of the No Agenda Show, over 18 years ago.

Traffic Time
Normal Busy, where you can wait 2-5 minutes to make a left in the morning and the afternoon. Cumberland, and 100 is still getting some regular work. They are still working to build culverts on the East- and westbound sides to widen the road, along with some mini-bridges. The east side of that intersection is really tore up now as the gas lines are going in and driveways are being split and bored under. We are less than one year out from it being done.
Redlight Update – We currently still have three (Old Cox, Publix, & Walmart). Still, we will soon be getting one at the new City Center Entrance and at the Cumberland and 100 intersection when that expansion occurs. I’m not sure how it will help or hurt yet, but I hope the crossing guard can control it during the morning and evening school rush.
City Center – Traffic closures will continue periodically as they appear to be finishing some of the final drainage and grading.

Christmas Trees – There will be some at Meseck Chiropractic for the Scouts BSA Troop 297 here in Fairview. Then there will also be Christmas Trees at Farm Fresh Vintage. There are also Christmas Trees at the Pinewood Christmas Tree Farm at the edge of Franklin, but they appear to be sold out as of the last weekend. There may be some at some of our big-box stores, but I would highly recommend supporting a small business or a non-profit group.

- There was a motion to increase this to 7
- Mr Dave, a 4.5-year resident, thanks the board for its hard work. President of the HOA for Pennock Place. There is something on the agenda that concerns their neighborhood. Talked about the problems with some of the flooding problems that already exist.
- Mr Ed discussed issues with water flow in the common area and asked for advice on how to fix them.
- Mrs Jody, Richvale Resident, has Major issues with DRB and Brightland homes, and since then, they have reached out to Brian and me and are pushing things off, and tomorrow will be their 1-year home anniversary. Per the email we received at the end of November, if there was something that was a threat. Two roof trusses are not even touching, floor joists that are broken, a sagging roof, a bouncing floor, holes in the floor, and some mold in the crawl space. Doesn’t understand how they got through the 11 inspections. Over 15-20 homes have major issues that need to be fixed up. The realtors who are selling these homes are lying to potential buyers. The house next door had such harmful mold that they gutted it to fix it, but they still have not been able to sell it because of all its issues, even after all that work. We have spent a lot of money on inspections, and they need help because they don’t have the 50-150k in damages.
- Brian, Richvale Resident, We have submitted some of those building reports to the city. Framing inspection passed by the City, but two trusses were not even touching their supports. They are supposed to start repairing them, but they are unsure how this is possible. Mentions some floor joists being cut for a Dryer, but it still shows a pass. Sill plate passed, and the whole north side of their house wasn’t bolted down. Insulation passed – when there was no insulation in one wall, in the bonus room, and throughout the home and crawl space. They have mold problems and have refused to address them. Talked about Lot 6, where they had removed all the ducting and insulation because of those mold problems, which is an admission of guilt. Someone painted some of those trusses.
- Raj – Richvale Resident, Facing some of the same issues, and since our 11-month inspection, they have failed multiple mold inspections, and they haven’t received any response. Please help us fix these issues.
- David – Richvale Resident, talked about the letter from the city about the health, safety, and structural issues that they could help with. He has cancer and is getting sicker. Mold was in the Crawl space and got into the ductwork, so they have to add extra HEPA filtration and other systems. Mold 1600 mold spores are coming in from the vents, and this is a significant issue. They have a 55k quote. These are TN violations that require attention.
- Mr Jody, Richvale Resident, I’m just one of the four here again tonight but there are more than a dozen others. The house is sagging 1 to 1.5 inches, and that’s causing cracking. He has a 50-70k quote to fix things. We need your help to get things fixed, to negotiate with the builder, or to file a lawsuit.

- Property Representative – The R10 isn’t in the 2040 plan, which is less dense than what’s in the plan now, like RM5. 10 lots, but one for the water tower, so just 9 will be added. The primary road connections will be from Clearview, for which they have an easement, and some traffic will go through Harrison for the existing house. Hard to estimate what the costs will be but they hope to be in the 400s.
- Commissioner Roberts – This property has a water tower that needs to be moved. The existing will connect from Clearview, and how it’s connected to Harrison Drive,
- Commissioner Bufalini – How many lots? How will it be connected? How much will these run?
- Public Comments
- Passed 3-2 (Roberts and Bufalini were Nay)
- Susan – Came out to find out what’s going on with the property since there hasn’t been any news. It’s a dead-end road, and I'm wondering about the traffic and running off. No one else came from her road.
- Negative Recommendation from staff based on the requested zoning and the lot sizes because they don’t meet the requirement; otherwise, that would require a variance.
- Representative – Conventional Sewer, unlike some of the rumors. The biggest problem was based on some of the deed restrictions on the Hall Road and Cox Pike, and they lost almost an acre. They are trying to make them as close to RS20, but RS15 will be more usable for the homeowner. There is a driveway for the AT&T communications to align that driveway to help them and help the entrance. Talked about how the size and density of Fairview is changing, and this is just part of the process, and there are many more dense locations. If we make the lot sizes bigger with fewer houses, that will increase the cost to the homeowners, and he would like to have something in the 400-500s instead of in the 800s to a million like Richvale. A lot of the Fairview price increases are getting driven by Williamson County more than the city, and that’s helping. There are poorer people and millionaires in our city. I have heard some of these same comments on other properties.
- Mr Hall – Asked about Sewer
- Mr McDonald – Whats some of the problems with this property.
- Mayor Anderson – The lot layout is close to RS20, but in her opinion, the RS15 with lots almost that size. There is a balance of growth and preserving the lower density lots, and we will lose some of these charm of the city and that Fairview hasn’t been 1 million dollar homes.
- Commissioner Roberts - Has made some trips. Highlighted that its location and the density will set a precedent that will make it that much easier to rezone denser, and this is already near the edge of the City, too. I have concerns about the lot layout and a Driveway on Cox Pike that exits into a blind curve. R20 would be better, but it would require fewer homes. I think that it’s just too many homes on this size of property. We are dealing with denser homes because some of those previous places were approved. If this is approved, it will be RS15 around the area because of this precedent. Maybe we can just drop one house, and RS20 would work. There is more to

- The City Engineer inspected it, and it passed. They are all in compliance with the codes.
- McDonald – Are there any other things we can do based on the Citizen comments? Are the systems that are in place working correctly? Is this a new issue, or has it always been doing it?
- Bufalini – Is this a grading issue or something with the common area? Is there any way the builder can help with this? It started in 2020.
- Greer – Talked with them about some of the Citizen concerns on their lot, and there are some substantial amounts of these lots, and some of these have easements for drainage. Based on what the City has bonded, the rest are owned by the HOA, like the common areas. Those are warranty claims, and some of those items are not causing flooding into the houses they have seen thus far, but there is some separation. Since the HOA owns and maintains the common area, it’s the HOA’s responsibility, not the City’s. When inspected, the pond and drainage were working as expected. They were made aware of some of these issues just a couple of days ago. Most of the homes were built from 2020 to 2025.
- Curtis – Joined remotely – We are still completing the inspections to get the team and provide some general analysis. There are some possibilities to make recommendations, and this is just about the bonded items.
- Hall – Can we separate the bonding of the roads and storm water?
- City Lawyer – This is a non-issue for the City; it is an HOA problem. There are some on lot drainage issues, but that isn’t the City.

- City Lawyer – It doesn’t seem to be correct the last time, but it was approved by them directly, and the BOC should approve this.

- Outparcel (Vice Mayor McDonald)
- Vice Mayor McDonald – We talked about it at the last meeting, and after speaking with the previous speaker, we discussed some ways we can work with the community, not just with the City. Over 20 Acres just to set aside, we have half a million dollars in the Tree Bank, and we haven’t found a good thing to do with some of that money, maybe using this as a botanical garden, and perhaps some parking spots. This would be relatively cheap, and it wouldn’t change the look and feel. I just wanted to check the room temperature.
- Commissioner Bufalini – Natchez Green House is who you are talking about. I like the idea.
- Commissioner Roberts – This idea isn’t that far away from the idea and the land trust, and that this is still important to be put in the trust. This could be a good use of it. I can see lots of good things happening, and this would be good.
- Commissioner Hall – I like the idea, too, and it would be the least expensive thing.

- So Sorry about the Richvale Residents, and we don’t know what the City can do, and we will just have to push the builder to try and help. How come we didn’t have all the inspection reports for Mr Greer? How did we miss some of these things? They did mention health issues, then what can be done? Any update on the City Signs?
- Thanks to the Fairview Titans team and Fairview Biz Town Mayor speaking and the FCCLA coming and talking, because that’s going to help out a lot. He wished the order had been different so more people could have heard about the work that the FCCLA is doing, but it’s on YouTube.
- Mr Greer, the number of inspections required will be varied based on the construction type, so these just had 6 out of the 11.
- City Lawyer – These are legal issues, not City Issues, and I would advise against asking City Staff about them. I have heard the residents and discussed some of the possible claims they can make, as he has worked on Construction Defect Lawsuits in his private practice before. Gave them the contact information for a Construction Defect Attorney, but the City has no business discussing this in a meeting like this. We cannot speculate about that. Their warranty remains valid if they submit a claim in accordance with the terms of the warranty. Since the builder is still building, there isn’t anything we can do with their permits, and we cannot check on the inspection process. Regarding the health issues, if the house isn’t habitable, the city would be forced to deem it uninhabitable, and the homeowner would have to leave, which may not help.
- City Manager – Yes, we are waiting for some final bids and going out to bid. There should be a meeting next week, and we are ready.

- Sometimes we have things presented that we cannot control or respond the way that some people think we can or should. We do care, but we have to operate in these government roles. Excited for the Tree Lighting and Parade.
- Commissioner Hall
- Good night in some areas, stormy night in others. The Parks and Landscape agenda had seven people. Talked about the Bowie Zip Line that isn’t allowed because of the insurance, signage discussions for no-smoking, and others. Veterans Park is on the roadmap for an ADA-compliant trail in the 5-year plans. Historic Village, things are still rolling along. Thanked the Titans for their great game and thanked Nico. Heart bleeds for the residents having all these issues.

- Greer, for the planning commission and TPUDC, some items to add and remove, and the wording is going through. Multiple meetings are on the schedule. How confident are you in having the workshop in January? A 99% chance to happen. Have you started making a map with the conversion of the zones, and they had 4-5 owners who reached out to edit some things.

The State of TN (Not In Order)
- Tight TN Budget year expected this year. Tennessee Comptroller Jason Mumpower is predicting a strict budget for fiscal year 2026-27. Mumpower, who chairs the funding board that sets the budget growth rate each year based on economic forecasts, told the Lookout he believes it will be “the tightest budget year the Lee administration has experienced” in nearly eight years.

- Fairgrounds is in the news as there is a voter referendum to block NASCAR-style racing in favor of affordable housing and a green space at the fairgrounds. This has been going on for over 40 years.
- TPAC is moving to the new East Bank Project. .Wow, that will mean we will have to see what happens with the James K Polk building, Will the city sell it? Reurupose, who knows? It will take a lot more development to get people to that side of the river, which would break the walkability TPAC has now.
- The Tennessee Supreme Court vacated a lower court’s judgment that a 2022 state Senate map was unconstitutional, ruling that a voter in a misnumbered Davidson County district lacked standing to challenge the map. The ruling also upheld a lower court’s decision that declared the 2022 House redistricting map was constitutional.

How’s the hill, weather report
Back to it, How’s the hill? Passable. It be cold yo. The weather guessers are predicting highs in the 20-40s, with lows going to 36 to 8 on Sunday starting this week. Winter is finally here for sure now.
New Businesses
Nothing New was spotted. Ace Hardware is still brewing and making some progress. They have made a lot of progress outside. The property across from Carr Orthodontics finally has a For Sale sign on it, after months of clearing and leveling. Other than that, I spotted nothing new this week, and I'm waiting to see what else is coming. There are still a couple of properties for sale around the area.

Farmers Market
Make sure to head to the Farmers Market every Saturday Morning, 8 AM to 12 PM (Not Earlier, as other posts have posted) at Meseck Chiropractor and Fairview Fresh Deli for their life-changing Apple Fritters, located down the road from Publix. There are so many good places to get breads and treats, local beef and pork, local fruits, and vegetables, along with some hot sauce, fishing lures, and other holiday gifts this time of the year.

Where did the fear of the number 13 begin? Nobody knows for sure, but the phenomenon dates back to ancient times. Here are just a few examples of why 13 is an unlucky number:

The Otis Elevator Company reports that 80 to 90% of the elevators it has installed in skyscrapers and large hotels lack a 13th-floor button. On the flip side, the iconic Empire State Building does have a 13th floor. Girls’ Flag football is official in the spring, and we will be part of the Dickson County Middle School League. Tuesday, there was a Home Basketball Goal versus Sunset starting at 4 and going until 7. Tomorrow, on Thursday, there will be an away basketball game at Mill Creek starting at 4PM, a Home JV and Varsity basketball game with Mill Creek beginning at 4PM, and varsity starting at 6PM.
