EP: 34 "Two ERs Approved + City Planner Leaving”
Welcome to Episode 34 of Hello Fairview, your local podcast made right here in Fairview, for people in Fairview, TN, and the surrounding areas. This is a weekly show, released every Wednesday, featuring stories that aim to inform and inspire. Local Radio stations and newspapers don’t exist in small towns like ours, so we will use Hello Fairview to fill that void with news related to Fairview. This is a Value for Value podcast, which means you contribute what you can based on the value you receive. This concept was founded by the PodFather himself, Adam Curry, and his Co-host, John C. Dvorak of the No Agenda Show, over 18 years ago.
Currently, this is a one-man operation, so if you have any ideas, events, business opportunities, or job openings, please don't hesitate to let me know. Use the contact form on the website, and we will work to get updates into the next episode. You are a producer of this show; you are not the product, because your time and attention are not being sold to advertisers for their value. Some shows will be longer, others shorter, and I'll keep things relevant.
Traffic Time
Construction Busy, where you can wait 5-15 minutes in the morning and the afternoon to make a left and sometimes a right turn on 100 from Old Cox to the Rec Center. The sidewalk project is from Bowie Park to the Rec Center is waiting on the utility relocation to be done. The Cumberland and 100 intersection got some more grading work done towards the Middle School, and then some work towards the schools on 100 to grade out the widening areas for the lanes. The road closures have been all over the place, from Bowie to the Rec Center. There are still many days with two lane closures on the same road. Now that school is out, I hope that this will change the turning time to 100 for the summer. It’s truly a matter of luck of the draw if there is a lane closure each day on 100. Their traffic sensors have been run at the City Center Redlight.
Redlight Update – We currently still have five (Old Cox, Publix, Walmart, 2 at I-40). Still, we will soon be getting one at the new City Center Entrance and at the Cumberland and 100 intersections when that expansion occurs. The traffic light sensors were cut into the road this week at City Center, and there was some work around that pole on the City Center side, so I’m guessing they are getting ready to install the control boxes. We will have to see whether it helps or hurts yet, but I hope the crossing guard can manage it during the morning and evening school rush hours.
City Center – The mountain of dirt is almost gone, and the main road is paved. I have seen some people cut through there. There are still some traffic counters as we head towards and away from City Center for a traffic study, I’m guessing.

City News
Both ER’s were approved
There was a hearing on the 27th at the Cordell Building, where at unanimous 8-0 The vote approved both the Ascension (Across from Volunteer Pools, 1866 Hwy 96, Fairview, TN 37062) and HCA (Across from the Entrance to Bowie Park, 2273 Fairview Boulevard)facilities. These two facilities will be just two miles apart. I’m sure they will both require red lights, which will increase travel time for all of us. The one at Bowie Park will be easier to understand because leaving there can take a while, but the one near Volunteer Pools will be harder, and I think it could back things up further up the hill to the Boys and Girls Club. If they were synchronized and smarter throughout the city, then it could help all, but I don’t think that will happen. I don’t know how this will work because basically, if you’re on the Library or West side of the town, you go to TriStar, or if you're on the Hardee’s side of the Publix, then you go to Ascension. This is the only place I know of in Williamson County or in the area that will have two free-standing ERs outside of the Metro area. The TriStar ER will be 17 miles away from the Natchez ER, or 20 Minutes, Ascension will be 19 miles or 30 minutes away from Ascension West.
Ascension said it will invest $20.6 million to build the freestanding ER. The 11,345-square-foot facility will include:
- 24-hour emergency services
- 10 treatment rooms
- Two triage rooms
- One trauma room
- On-site CT, X-ray and ultrasound imaging
- Full-service laboratory
TriStar said its $21 million ER will include:
- 11 treatment rooms
- One trauma room
- On-site laboratory services
- Advanced imaging capabilities

E. Ordinance 2026-09
i. Passed 5-0
Mayor Rial discussed some of the changes and challenges due to the estimated revenues not aligning. With a shortfall, they discussed some cuts, but also a .19 tax rate increase that would cover it exactly, and then a .25-cent increase that would help them for the next budget year. We apparently have not been doing some of the maintenance on the fleet, and that will come back to get us next year, and they want things to get on track. Vice Mayor McDonald suggested a work session before the next meeting to go over things and see if they can summarize the deltas. Commissioner Roberts noted that there were budget increases for city staff raises, and that’s due to a 2017 ordinance that has to be implemented, so it has to be done through raises or cuts, not with that. Commissioner Roberts agreed with that suggestion and wanted to understand the financial impact, and they gave some examples of the .25-cent raise for 250 156.25, 500 312.50, 750 468.75, and 1M-dollar 625.00 homes. .19 cents would just make us have to come back here next year.
1. Just a reminder: Fairview City Taxes are the most expensive in Williamson County and rank 216th out of 304 city property taxes. We are at 0.5904 and 0.7804 to 166 and 0.8404 to 150. People forget when it’s small numbers, time big numbers, how much of a change it is. Adding .19 is a 32% of increase, and adding .25 is a 42% of increase.
iii. There were also discussions from Commissioner Hall about whether the City is staffed, and there had been a discussion on that before; every department wants more, but we don’t have an unlimited budget. There are some positions they would like to fill to help, but that will be in the 2nd half of this year.
iv. Talked about when the next workshop would be. The day before isn’t ideal, so we can have time to digest it.
v. An Ordinance of the City of Fairview, Tennessee, adopting the annual budget and tax rate for the fiscal year beginning July 1, 2026, and ending June 30, 2027. (Finance Director)
vi. Attachment: Ordinance 2026-09 BUDGET FY27.pdf

4. 12.Roundtable: Mayor and Commissioners
A. Commissioner Hall – Thank you to all
B. Commissioner Roberts – Thanks to all, and to all the kids, happy summer
C. Commissioner Bufalini – Ethan Greer, we will miss you and our City. Thanks for all you have done, and good luck with the State of TN. Thanks to Mayor Rial and all the good meetings. Thanks for the less-busy traffic.
D. Vice Mayor McDonald – Thank you, Mayor Rial, thanks for jumping in on this budget and helping with Mr. Knox. Best of Luck to Mr. Greer. Thanks to all the kids of all ages who go to the next grade, and his youngest is heading to middle school.
E. Mayor Anderson – Thank you, Mr. Greer, for all you have done
F. Mr. Greer – I wanted to thank the team for their help. Thanks to each person and all the things they do, and their support, and their help in understanding things, to help make the best choices for the future of the city. Mayor, thanks for supporting our team, and you go above and beyond your duty. Commissioner Bufalini was called out for making staff look incompetent by overcommitting the city without first obtaining the necessary information. You have asked employees to go against direct orders from their supervisors, time and time again; you refused to listen to City staff regarding the dissemination of public information; and you have shown a lack of care for my city, which is who you are and not who we are. (This was just after Mr. Bufalini said he thanked Mr. Greer for his service, and he hopes he will see him around since he just lives down the road).
G. Mayor Anderson closed with a thank-you for your service and a round of applause for everything you have done for our city. I wish everyone a happy Memorial Day weekend, and for those who gave it all, and why we have this. Congratulations to all the graduates, and she is so excited to see what these amazing young people will do.

The State of TN (Not In Order)
1. A panel of three Tennessee judges will soon decide whether the state’s General Assembly overstepped its authority when members repealed a law preventing mid-decade redistricting and changed rules for the 2026 congressional election during a special legislative session. The NAACP Tennessee State Conference, NAACP Tennessee President Gloria Sweet-Love, and others filed a lawsuit to halt Section 2 Impact: While not explicitly overturning Section 2 of the VRA, the ruling makes it harder to prove violations, requiring evidence that states intentionally used race in a way that violates the 14th Amendment's Equal Protection Clause.
2. Found this link today for the redistricting research, and I think it stands out if you want to know what’s passed without any media spin. https://legiscan.com/TN/legislation?status=passed
a. Senate Bill 1909 - As introduced, removes a conviction for domestic assault from the definition of a violent offender for purposes of drug treatment courts; changes the definition of a violent offender for purposes of drug treatment courts from an offender with a conviction for an offense involving certain acts to an offender with a conviction for a felony offense involving certain acts within the previous 10 years. - Amends TCA Title 16, Chapter 22.
3. Our new rep is in the news a bit in our District 5. U.S. taxpayers are footing the bill for $59,735 in airtime running a new ad by U.S. Rep. Andy Ogles as he faces a primary challenge from former Agriculture Commissioner Charlie Hatcher in August. https://comptroller.tn.gov/content/dam/cot/pa/documents/district-maps/congress-districts/CongressionalDistrict5.pdf
4. The Department of Revenue posted two new notices to its website: Important Notice #26-15: Proof of Citizenship or Lawful Presence Required for Motor Vehicle Registration and Important Notice #26-16: Updates to Vehicle Financial Responsibility Requirements.
5. Centennial High School – made national news with pictures and videos of students out in the soaking rain. However, most students and parents News 2 spoke with today said it wasn’t a big deal, and they had a blast. “It was the best graduation ever,” Centennial High School graduate Saxon Larring told News 2. “It made it a lot more memorable and fun with each other,” Landon Hall, another Centennial High graduating senior, added. Tommy Hall, a Centennial High parent, said, “There was no way that these kids wanted to split to go indoors and have half of them do a ceremony and the other half do a ceremony.” https://www.wkrn.com/news/local-news/rain-soaked-ceremonies-franklin-centennial-high-schools-spark-controversy-lasting-memories/
a. We know the rain made Thursday night’s graduations at Centennial and Franklin challenging, and we appreciate the patience of our families. Each year, many of our schools choose to hold ceremonies on our football fields because students and families have shared how meaningful it is to celebrate this milestone on campus, and it allows more loved ones to attend. Based on forecasts and radar, we expected to complete Thursday night’s ceremonies at Centennial and Franklin before the next wave of rain began, but unfortunately, changing conditions brought rain during the events. While the rain impacted those two ceremonies, it could not diminish our pride in our Centennial and Franklin graduates.
The Bills
Nothing is going on, they are off for the summer, it appears.
Well, it happened, and both were approved as we mentioned. Of course, no news was written about anything I could find or see from some searches. This is why a program like ours is unique: we can dive into these topics and provide the links and information that affect us in Fairview, Williamson County, and Tennessee through our segments.

How’s the hill, weather report
How’s the hill? Passable, but it's been a rainy one. Even with almost 7 inches of rain in the past two weeks, we are still behind in rain and in a D1 Moderate Drought. We are back to warm with chilly nights. This week, the Weather Guessers are predicting highs from 82 to 86 and lows from 56 to 71.

New Businesses
Nothing New was spotted. The 1890 Golf Club is getting closer https://www.facebook.com/p/1890-Golf-Club-61585022005839/ . Unity Chiropractic looks to be open now. There are still a couple of properties for sale around the area. There are now three commercial properties still for sale: one on Drag Strip Rd and Loblolly Pine Blvd, and one beside Citgo on Hwy 96 at I-40. Then three for lease at: 1707, 2305, and 2332 Fairview Blvd.

Farmers Market
Make sure to head to the Farmers Market every Saturday Morning, 8 AM to 12 PM, at Meseck Chiropractor and Fairview Fresh Deli Doughnuts, located across the road from Publix. There are so many good places to get bread and treats, local beef and pork, milk and yogurt, local fruits and vegetables, hot sauce, fishing lures, and other gifts.
Brick and Mortar Highlight
Murphy’s Ace Hardware
There is a new place in town to get tha things. If you need a grill, they stock Weber, Traeger, and Green Egg, and they also carry Stihl chainsaws and other lawn tools. Then, for power tools, they have a big selection of DeWalt and Milwaukee. They have most of the home-repair items you may need, and their garden section continues to grow, too. They had a popcorn machine at checkout and had the staff ready to help. I suggest walking around there to see what they have, and it could save you a trip to Dickson, Bellevue, or Franklin for some of the other big-box stores. I do wish it had a small lumber selection, but they have a ton of things that will keep people rolling. They are not on the main website yet, but they are open, and the Murphy brothers keep doing more for this town with this and Food Saver. They support this community, so we should support them.

History Nugget
Memorial Day, a federal holiday held the last Monday in May, is the nation's foremost annual day to mourn and honor its deceased service men and women.
Originally called Decoration Day, from the early tradition of decorating graves with flowers, wreaths, and flags, Memorial Day is a day for remembrance of those who have died in service to our country. It was first widely observed on May 30, 1868, to commemorate the sacrifices of Civil War soldiers, by proclamation of Gen. John A. Logan of the Grand Army of the Republic, an organization of former Union sailors and soldiers.
During that first national commemoration, former Union Gen. and sitting Ohio Congressman James Garfield made a speech at Arlington National Cemetery, after which 5,000 participants helped to decorate the graves of the more than 20,000 Union and Confederate soldiers who were buried there.
This national event galvanized efforts to honor and remember fallen soldiers that began with local observances at burial grounds in several towns throughout the United States following the end of the Civil War, such as the May 1, 1865 gathering in Charleston, South Carolina, organized by freed slaves to pay tribute and give proper burial to Union troops.
In 1873, New York was the first state to designate Memorial Day as a legal holiday. By the late 1800s, many more cities and communities observed Memorial Day, and several states had declared it a legal holiday.
After World War I, it became an occasion to honor those who died in all of America’s wars and was later more widely established as a national holiday throughout the United States.
In 1971, Congress passed the Uniform Monday Holiday Act, which established that Memorial Day would be observed on the last Monday of May.
Memorial Day is commemorated at Arlington National Cemetery each year with a ceremony in which a small American flag is placed on each grave. Traditionally, the President or Vice President lays a wreath at the Tomb of the Unknown Soldier.
The GAR (The Grand Army of the Republic)order placed the ceremonial observation on May 30, to ensure the availability of "the choicest flowers of springtime" all over the country. "In this observance, no form or ceremony is prescribed, but posts and comrades will in their own way arrange such fitting services and testimonials of respect as circumstances may permit." Typical programs involving GAR posts featured parading veterans and ceremonies punctuated by flags, music, and prayer, in the midst of graves bedecked with flowers and attended by family and the public alike.

Recap
School has wrapped up, and so have many of the sports. I wish there were a better way to keep this up to date. I will try to reach out to some of the coaches for next year. Many things end up on our calendar with WCS, but I know there are more teams and activities going on, and I also think it is important for those teams to have a place to post their records, playoffs, and championships.

School Schedule -
Hawks and Tigers News – No News
Falcon News – No News
Jacket News – No News, and we stayed out of the news by moving the graduation inside instead of doing it outside in the rain. This is a tough call, just like we talked about in the State of TN news: you have less capacity if you do it inside, and the number of tickets sold and given out doesn’t align with that capacity, so you cannot make everyone happy.
Faith Moment
I wanted to go back to a quick faith moment. I have a couple of sermons and clips I’m thinking of for next week.
7) Herbert Hoover, the 31st president: “The whole inspiration of our civilization springs from the teachings of Christ and the lessons of the prophets. To read the Bible for these fundamentals is a necessity of American life.”
Donations
On the Donations front, nothing new from Fountain. We will have other payment options soon; just waiting for the taxman stuff to finish. We covered Fountain and Stripe Setup in the last episode, so a Donate button lets you use your Credit Card and other Payment methods through Stripe.
A monthly Supporter option is available for just $3.50. If you haven’t seen the website, please take a look. A lot has been added since last week, and I think you will find it helpful, including the calendar, Church and Business List, and more. We will announce your first name or business name if you become a monthly supporter or make a donation of $19.59 or more, unless you include a note stating not to be anonymous (e.g., 'The year we were incorporated'). I hope some business people will support this to make it even better! Be a producer, subscribe, and share with others about this Podcast to help get the news out to everyone in Fairview. I need to catch up on social media to get the word out, but I’m prioritizing the website and payments first.
