Welcome to Episode 33 of Hello Fairview, your local podcast made right here in Fairview, for people in Fairview, TN, and the surrounding areas.  This is a weekly show, released every Wednesday, featuring stories that aim to inform and inspire.  Local Radio stations and newspapers don’t exist in small towns like ours, so we will use Hello Fairview to fill that void with news related to Fairview.  This is a Value for Value podcast, which means you contribute what you can based on the value you receive.  This concept was founded by the PodFather himself, Adam Curry, and his Co-host, John C. Dvorak of the No Agenda Show, over 18 years ago.

Traffic Time

Construction Busy, where you can wait 5-20 minutes in the morning and the afternoon to make a left and sometimes a right turn on 100 from Old Cox to the Rec Center.  The sidewalk project is from Bowie Park to the Rec Center.  The road closures have also been further down towards the Rec Center and School, as those drains are installed. There have been a lot of problems with school pickup times, as they are not done before 230, when things start getting busy.  It’s truly Luck of the draw if there is a lane closure each day on 100, good luck!

Redlight Update – We currently still have five (Old Cox, Publix, Walmart, 2 at I-40). Still, we will soon be getting one at the new City Center Entrance and at the Cumberland and 100 intersections when that expansion occurs.  I’m not sure how it will help or hurt yet, but I hope the crossing guard can manage it during the morning and evening school rush hours. 

City Center – They are digging over there again near the road, which appears to still be some utility work, and with the mountain of fill dirt in the back, it will be a while before we see something cool happen.  There are now some traffic counters as we head towards and away from City Center for a traffic study, I’m guessing.

Community Announcements & Events

  • Mother's Day Fundraiser:A bouquet bar fundraiser will take place on May 8th and 9th. It is sponsored by Fairview Nutrition and Sterm Properties, and the proceeds will support the Fairview Police Department's "Shop with a Cop" program.
  • Park Scholarships:The Friends of Bowie Park presented funds to support a summer camp scholarship program.
  • Invest Fairview Dinner:A fundraising event will be held on Friday, May 15th, at Camp Marymount to help cover the costs of the city's ice storm cleanup. Tickets are $100 per person.
  • Local Theater:The Fairview Community Theater is hosting a play during the weekend of May 8th.
  • Sports Victory:The Lady Falcons Middle School softball team recently won the Williamson County Middle School Association Championship.

Disaster Response & Infrastructure

  • Emergency Management Review:Resident Larry Webb, a retired fire chief with disaster management experience, formally requested that the city conduct a detailed after-action review of its response to the recent ice storm.
  • Service Limitations:Webb noted that residents on streets not yet officially accepted by the city, such as those in the Goodwin Farm subdivision, were denied disaster debris cleanup services.
  • Fire Mitigation Needs:Warnings were raised regarding the need for a comprehensive fire mitigation plan for Bowie Park and wildland interface areas. Risks have increased due to recent drought conditions, storm debris, and the presence of pine leaf borers.
  • Detention Ponds:Discussions revealed that many local detention ponds are failing to manage water effectively due to silt buildup, posing a risk of flooding.
  • Park Reopening and Cleanup:Bowie Nature Park officially reopened the morning of the meeting, though visitors are advised to stay on the trails. Public works crews, currently down to four members, are still using chippers to clear roadside debris across the city.

Proposed Emergency Room Facilities

  • New ER Proposals:Two healthcare organizations, Ascension and HCA/TriStar, are seeking to open freestanding emergency rooms in Fairview.
  • Addressing Concerns:Commissioners addressed residents’ concerns about noise and traffic, clarifying that helicopters would be used only for critical, life-saving transports and that ambulances would primarily transfer stabilized patients to other hospitals.
  • Community Benefits:Supporters emphasized that a local ER would save lives by stabilizing patients before transport, saving critical time compared to driving to neighboring counties. One resident shared a personal story of surviving a venomous snakebite because she reached a freestanding ER in time.
  • Certificate of Need Hearing:A state board will hold a Certificate of Need hearing regarding the proposed ERs on Wednesday, May 27th, at 9:00 a.m. at the Cordell Hull building in Nashville.

The State of TN (Not In Order)

1.  The top of the news is the Redistricting based on the previous week’s Supreme Court Decision Summary. 

a.  On April 29, 2026, the Supreme Court ruled 6-3 in Louisiana v. Callais, striking down a Louisiana congressional map that included a second majority-Black district, labeling it an unconstitutional racial gerrymander. The decision restricts the use of race in drawing districts, narrowing Section 2 of the Voting Rights Act (VRA) and altering the framework for future redistricting battles. [1, 2, 3, 4]

 

b.  Key Aspects of the Decision

 

c.  The Ruling: The Court held that the 2024 Louisiana map, which created a second majority-Black district to comply with lower court orders, relied too heavily on race.

 

d.  Section 2 Impact: While not explicitly overturning Section 2 of the VRA, the ruling makes it harder to prove violations, requiring evidence that states intentionally used race in a way that violates the 14th Amendment's Equal Protection Clause.

 

e.  "Snake" District Invalidated: The Court's conservative majority (opinion by Justice Alito) deemed the map's 6th Congressional District an unconstitutional racial gerrymander.

 

f.  Broader Implications: This decision allows Republican officials in other states, including Alabama and Tennessee, to consider redrawing maps to break up districts previously designated as minority-opportunity districts.

 

g.  Immediate Fallout: The ruling primarily affects the 2026 midterm elections and beyond, with potential immediate pressure on Louisiana to draw a new map, though some filing deadlines have already passed.

 

h.  The ruling is a significant victory for challengers who argued the maps were racial gerrymanders, while voting rights advocates argue it weakens the "crown jewel" of the Civil Rights Movement.

 

2.  You can find all kinds of stories about this, but nothing that references the actual bill. Due to the accelerated timeline, it is assumed there will be a mandatory increase in local expenditures of $500,000 in FY25-26 to account for such overtime pay. These costs are expected to vary significantly based upon county size and complexity

 

The proposed legislation will impact 42 counties. For purposes of this analysis, a county is considered impacted if any portion of the county is reassigned to a different congressional district.

 

Based upon the Secretary of State's June 1, 2025 election statistics report, these specific counties contain 2,308,724 active registered voters.Not all such voters will have changes made to their congressional districts as a result of this legislation. It is reasonably assumed 75 percent of  impacted active voters, or a total of 1,731,543 (2,308,724 x 75%) individuals, will receive notification and a new voter registration card.

 

Based upon information received from the Division of Elections, the cost to print and mail each card is approximately $1.10. Therefore, there will be an increase in local expenditures of $1,904,697 (1,731,543 x $1.10). 

 

The total mandatory increase in local expenditures in FY25-26 will be $3,154,697 ($500,000 overtime + $250,000 system modifications + $500,000 additional election administration costs + $1,904,697 registration cards and postage).

 

To the extent separate legislation is enacted to require local costs to be reimbursed by the state, the estimated expenditures above would be covered by state funds

On May 7th alone, these were signed by the governor.  We can see Grace Retired and was recognized for her contributions. Recognizing the Ravenwood High School boys' JV soccer team, TSSAA Division 1, Class AA, District 10 JV tournament champion, HB 1271, as introduced, declares that the policy of this state is that here are only two sexes, a biological male and a biological female. - Amends TCA Title 1, Title 3, Title 4, Title 5, Title 6, Title 7, and Title 8 to Etowah Boy Scout Troop 74, 100th anniversary, and about 50 other things just on May 7th.

I just searched the agenda and picked a company name, and Youth Villages Inc came up.  When we talk about any non-profit, you must look at their Form 990, which tells you how much money they made and how they spent it.  This is where we can see whether they spend 90% of their salaries and marketing, 10% on their cause, or any combination of the two.  We can see they took in 483M and spent 454 M, with 354 M in Assets and 50.2M in liabilities. https://projects.propublica.org/nonprofits/organizations/581716970

 Then we can see the pay raises for many of those people over the years, and they are not just inflation-adjusted.  This is a common practice in many non-profits because you need to spend as much of the money each fiscal year.  This isn’t meant to be a hit piece. This was just one of the people on the agenda, along with some details about them. I always recommend pulling up any non-profit's 990 to see how things look from there.

How’s the hill?  Passable.  We are back to warm with chilly nights.  This week, the Weather Guessers are predicting highs from 71 to 81 and lows from 44 to 55.

Nothing New was spotted.  Jingo Java moved over by Uncle Lenny’s, and Vigilance Martial Arts moved to Publix.  Ace Hardware is getting a lot closer, and they are hiring now, too.  There are still a couple of properties for sale around the area.  There are now three commercial properties still for sale: one on Drag Strip Rd and Loblolly Pine Blvd, and one beside Citgo on Hwy 96 at I-40.  Then three for lease at: 1707, 2305, and 2332 Fairview Blvd.

Farmers Market

Make sure to head to the Farmers Market every Saturday Morning, 8 AM to 12 PM, at Meseck Chiropractor and Fairview Fresh Deli Doughnuts, located across the road from Publix.  There are so many good places to get breads and treats, local beef and pork, milk and yogurt, local fruits, and vegetables, along with some hot sauce, fishing lures, and other gifts.-Brick and Mortar Highlight

The Transylvania Company, of North Carolina, bought a large tract of land from the Cherokee.  Daniel Boone, who worked for the company, traced a path from Virginia (passing through Cumberland Gap) called the “wilderness road” that became the principal road for the new settlements.

There is a thriving Girl Scout and Scouting America program in Fairview.  If you have a homeschooler, always check the Bowie Park schedule for clubs that meet there.  If you have kids who are interested in dance, gymnastics, or cheer, please check out LaLa’s Dance Studio and Elevate Gymnastics and Cheer.  Vigilance Martial Arts is our local Taekwondo and Jujitsu school that teaches more than moves.  The Fairview Jacket Youth Wrestling program has produced some state champions and college scholarship recipients, and it also offers some cool summer programs.

Falcon News – Got the newsletter.  The Band and Orchestra performed at Kentucky Kingdom.  The 8th Grade Alice in Wonderland Play wrapped up.  The Beta Club Ceremony was this week, along with Basketball tryouts and things, and the Academic Awards and Promotion for the 8th graders are lined up.

Jacket News – Got the Newsletter this week.  Fun Fact: Celebrated annually on May 11, Hostess CupCake Day commemorates the 1919 launch of the first commercial cupcake by Indianapolis-based Taggart Baking Company. Originally known as "Chocolate Cup Cakes," these iconic treats—featuring white icing and cream filling—remain a popular snack with millions sold annually, marking their place as a foundational American snack.

AP Testing gets going this week, along with Senior Awards, and Finals will start on the 18th.  11 Theater students were nominated for the Spotlight Awards, which, if they win, could advance to the Jimmy Awards in New York City. So, congratulations to all the nominees.  We will see what happens on May 24th.  Two Fairview students were recognized for their commitment to join the military, with one enlisting in the Air Force and the other in the National Guard.  In July, there will be a band camp, and there will be some Auditions for the Drumline and the Color Guard this week from May 14-19th.  The bowling team is expected to prepare for its 2026 fall season from September to December.  May 21st is the Volleyball Tryouts.  The Fairview Bass Team still has a couple more things to do, as the State Championship will be on May 30th.  The men’s soccer team is wrapping up with the semi-finals as we hope to progress into the State Finals at the end of this month.  Didn’t see it mentioned for the Tennis team, but there is a State Tournament on May 12th.  The track Team had their Sectionals last week, and two Women’s relay teams qualified for State, along with one field athlete.

Faith Moment 

This week, I wanted to say a special Happy Mother’s Day callout.  Found this and thought it stood out. 

M is for the million things she gave me
